I have a spot on my p***s

This is embarrasing... i'm 14 and i have a lump or spot on the bottom of my penis.. it has white on the top and it has red around it is growing like mad and starting to hurt a little

It's pretty big for a pimple, about 3mm in diameter and I am feeling a ball shaped tissue under the skin. I've been doing some research and I am guessing a hair bed infection would be the most likely answer. The major reason I am getting so concerned is that I've been feeling multiple cases of similar situation in the recent months and infection near the pubic area is always alarming.

Sounds like a pimple, how big is it and is it around the base of the penis?
