Is it possible to have a sebaceous cyst on the tip of your Penis?

I have a soft flesh colored bump on the (urethra) tip of my penis. i noticed this 3 days after a sexual encounter (protected oral). I disregarded it, because i know hpv takes much larger to form. I know this wasnt there before the sexual encounter. A month has passed since my encounter, the bump has gone unchanged.
doesnt burn, sting, hasnt blistered or pussed, and isnt red.

from what i have been reading it could be HPV that was in my system from my last prior intercourse (protected vaginal June 2005) But it seems kinda long for this to show up now.

I know the doctors will not reply to this being that it is a patient to patient forum, but does anyone have general knowledge if it is possible that this soft flesh colored bump is a sebaceous cyst? Can sebaceous cysts even form on the TIP of the penis? What else can form on the TIP of the penis besides HPV? penile cancer? MC? Thanks everyone.
