Itchy scrotum around the anus and area between groin and thighs

For the past 2 weeks am getting very itchy on my scrotal skin..very itchy and burning too..also I got the same condition around anus and the area between thighs and groin..i applied any fungal creams and anti bacterial creams..comparatively the itch has reduced a bit..but not completely. When i scratch it seems peeling a bit.Also the skin appears dry and shiny. Could anyone tell me if the problem could be psoriasis or any other condition. Please throw some light and advise.
