Low Testerone and Small Penis

Hi I have a question that bothers and I hoping you guys can help. I am 18 and going through puberty. I have a small penis and it looks that I have low on testerone because I am skiny and I dont have any facial hair.

I heard that taking testerone before or during puberty would make my penis bigger. Is this true? If it is how can I take Testerone legaly and safely.
