From the description i have the feeling that this is a case of Fordyce Spots.

Fordyce's spots are also called as Fordyce granules. These are small painless spots or pale colored glands that may appear on the penile shaft, labia or border of the lips. These are harmless but create lots of embarrassment because they do not give pleasant look. There is currently no standard treatment for this ailment. However, if you want to lose the spots and the lumps you can try out a few things for reduction of the prominence. One can even get rid of them if they try a few things.

But firstly you must know what causes the Fordyce spots? Many people feel that these spots are something like transmitted disease. But it is not so. It is actually a dermatologist problem. This is not associated with any particular illness. These are common and must not make you scared. No one exactly knows how and why these spots are caused. They are not even caused by some virus. It is not even contagious.
