Mild irritation on penis at night

About two weeks ago I started having a slight irritation on the head of penis every other night.  Its very brief for less than 5 mins and doesn't occur every night.  I notice that my inner thight had a slight rash that looked like joke itch and I read that it can spread to the penis in uncut men.   I applied the anti fungal cream to the thigh and it cleared up but am hesitant to try it on the tip of my penis.  
The penis is not red, there is no discharge, the urine is clear, there is no white on the penis.... I wondering if it's only in my head.  Could I have jock itch on the tip of my
Penis?  Should i use the anti fungal cream on it?

The frequency of my urination has not increased and there is no discomfort urinating or ejaculating
