Need some advice on rashes on testicles

Hey gang,
I'm fairly new here so I'm going to get straight to the point. My husband has noticed a bit of irritation on his scrotum. Yesterday I checked it and there were no red bumps. Now he started scratching and there are red bumps on his scrotum. I don't have any STD's Thank God and nor does he. However, I want to kmow being that is summer, could it be extra moisture in the genital area or can it be something else. He cleaned the area and put vasoline on it. He said it's helping but I'm not sure if that was the right thing for him to do.
Any suggestions on home treatment..He's a wuss he won't go to the doctor unless his $#!% is about to fall off
