Non stop bleeding spot?

Ive always had this small pinhole red dot near the head of the penis, though im quite positive its location only just happens to be located on the penis, I doubt its only penis related. when i was in my late teens i decided to pop the small bubble and it would not stop bleeding. it eventually healed and i repeated this again about a year later and the same thing happens. its like a scab that never goes away and im sure its not a health risk but it is quite unsettling and i would like to find out what such a thing could be. thanks
