Odd discolorations on penis glans(glands)?

Im 20 year old male. I am in good health in general. Try to shower often. Id say overall good hygiene. I am sexually active.
My issue is that in the last few months the head of my penis has been looking rather wrinkled and discolored. The wrinkling seems normal but the coloring appears light pink in areas and splotchy red in others. Then there are a few randomly placed white spots. I wouldnt say they were overly pronounced but enough for me to see. One near the tip and the other three around the ridge. None are connecting or have any type of fluid filled center or pimple/leision like appearance. They don't feel raised. They look below the skin. There's no scabbing, itching, oozing, or anything like that. Just odd skin discolorations. I've looked high and low and NOTHING seems to fit. There's no burning when I pee or any type of fluid leakage. Erections are normal. I do masturbate often and without lube but I try to never let the skin get dry. I tried cortizone10 and it mildly helped the discoloring but then it came back. It almost looks like certain points are not getting enough blood flow?? When im fully erect the glans (glands) appear perfectly colored and normal. Its only when flacid do I notice the differences.
I am going to see a doctor but I wanted to just chance this and see what I find.

One possibility for such spots is of Fordyce spots. They are small, painless, raised, pale or white spots or bumps 1 to 3 mm in diameter that may appear on the shaft of the penis. The spots are a form of ectopic sebaceous gland, and are not known to be associated with any disease or illness and are of cosmetic concern only.

If the spots change in size, color or shape, then you should get them checked from a dermatologist.
