1.) How much blood? A drop at a time? More? What do you mean by "small"?
2.) When often does the blood come out? When you urinate? Ejaculate? Just sitting there flaccid?
3.) Is there any pain?
4.) Have you had any recent penis injury?
5.) Are you bleeding anywhere else?
You really need to provide more information than this for anyone to have an idea what's going on. Bleeding from the penis is called hematuria. It can be totally benign, or it can be a sign of something worse. We can't help you unless you explain in detail what is going on.
