Penis Retraction

Please help me to find a solution to my son's condition. He is currently in Japan and the doctors there ahven't been able to tell us what's wrong. He is 16 Years old and his penis and testicles retract into his body(for about 1 year). He states it is getting worse. Here is a list of symptoms.

1. It retracts into the body cavity quickly.
2. Happens at various times(relaxed,stress, sitting, walking)
3. Feet,hands get cold when it happens.
4. One instance of blurry vision,dizziness during an episode.
5. Feels nauseous when it happens.
6. Penis remains semi-hard for long periods, sometimes when retracted.
7. Feels tension/pulling between base of penis and bellybutton.
8. Hard to urinate when retracted.
9. Sort of pulsing/throbbing in testicles when laying down or after urination.

He is loosing sleep and getting depressed about this. I am in the states and will bring him here for treatment . He is concered about flying in this condition and we need to know what is wrong. We need direction to get help. I am an Army reservist and have Tricare Reserve Select. I an located in the Boston area, so if I can get some info on what direction to procede,  Any help would be truly appreciated. It is killing me that I can't be there to help him or even give him a hug. He's a great kid and needs someone's help. Please help. I will pay what I can for any info if needed.
