Penis discoloration

My penis has developed a "lightening" of the skin color and a thinner appearance from the head down about 1/3 of the way. The veins even appear red instead of blue like the rest of it. Also some red spots come and go and are more pronounced after sex or rubbing. I am circumsized and had a one night stand about 12 months ago. Symptoms started maybe 6 months ago. I ruled out bacterial infections because while fighting recurrent sinus infections and bronchitis, I went through a couple different antibiotics.
