Penis red

Hi, I'm (please don't laugh at me) a 14 year old boy.
My skin on the base of the penis has been red or kind of more light coloured compared to the other skin. When I erect, the base seems a little more...bumped up..
It barely itches occasionally, and it doesn't hurt. Sometimes, when I move a lot (like when I have PE), it stings a bit. But before I went to the doctor, it itched, and dry skin that looked like flakes came off.  Also, it sometimes itches on the right side of the affected skin, near the pubic hair area.
When I went to the doctor, he said that it was just skin allergy, and he gave me a cream - Prednicarbate Emollient Cream...that took away the itching.
The second time I went, he said it was dry skin, and told me to put on Vaseline or moisturizers.
I don't masturbate...the last time I did was in Jan, and the last time before that was in around September. And of course, I never had any sexual activities.
ALso, when I finish taking a shower, it seems to be a little bit more red. i don't know if this affects anything or not, but I've had pimples (i think it's pimples) on the lower body part. The skin also seems to be shiny. I don't know why, but I can see a vein or artery or whatever on the head of my penis, but as the vein heads down towards the affected area, it seems to dissapear.
I am umcircumcised too. Can you tell me what it is, and how to treat it? And is it serious?

Since your not circumcised you need to make sure that you are cleaning good under the skin....and your doctor is probably right your skin is probably just dry. Also your skin  maybe irritated by the type of body wash you use. Try switching that first. The pimples part may be to an over active gland or once again could be casued by the soap or body wash. Since you are not/have not ever been sexually active it probably isnt an STD or anything serious and you should not be worried to much over it. The vien that you explained..does that happen during an erection or just regularly?

The skin's been like that for almost a year now...

Yeah, I wash under the skin and right now, I'm trying to get a little of the skin down...it's been sticking..

Well, it's kind of stupid, but I was thinking if it was possible that when I masturbated those few months ago, that I didn't do it properly..

and that when the...sperm...came out, it went down to the affected area..

is it even possible?
