Pin size white bumps and Red bumps

Hi, I have been getting small pin size white bumps on the shaft of my penis. They look like a small white head but when i try to pop it, a hard white ball comes out and then it bleeds. And then low down at the base of my penis, i get hed lups. Both of them dont bleed or ozz,itch or cause me any pain unless i pop it. Just want to know what this could be.

Areyou sure it's not just your normal penile skin that your messing with. It can look like the skin of a chicken with harmless white *bumps*. It's actually nothing to worry about. If not, I would make an appointment with your doctor. Only they can tell you for sure.
