One can get ejaculate earlier or later. you need not worry about it. In due course of time you will get normal ejaculat.
Are you are saying that you seem to ejaculate, but it does not come out of the tip of your penis at the time, and that when you pee you see semen coming out with the pee? Or are you saying you get a climax only when you go to pee? Or are you saying you are simply concerned about the absence of semen when you get a climax from masturbation?
If you have never seen semen come out yet, that is not unusual for someone at age 13, even if they have been going through puberty for a while. Lots of kids masturbate well before puberty and get a climax (no semen though). You needn't expect to see semen (or to be worried about its absence) until you're done with puberty. It's not unusual not to ejaculate, when you are young.
But if you're saying that either you have seen semen coming out before and it is not doing it any more, or that you masturbate and it seems like semen is in the pipes but you only have semen come out when you pee, that could be something to check with a doctor. (You don't have to tell your parents why you want to see the doctor. But guess what, they probably are aware that you are likely to masturbate at this age. After all, your dad was 13 once, too.) Anyway, probably this is not a problem to bring to your doctor. It probably is just that you are still in the process of puberty, and it takes a while for the body to develop the capacity to create semen. (If it would not make you die of embarrassment, you could ask your father at what age he began to see ejaculation with his climaxes.) The only medical reason to talk about it (to the doctor) is if you think you have retrograde ejaculation, which means the ducts actually send the semen back in rather than out. I would not worry much about this possibility, since it is uncommon, and you are still going through the changes that happen before puberty will officially be considered over -- I only mention it so you'll know about it, in case this is still happening when you're 18. My feeling is, though, this will all straighten itself out with a little time.
