Rash on top of penis head

Hello,
I've had this rash for a few years, but it does not hurt or ich or bother at all. You can't hardly tell its there unless i get an erection but even then its not that visible but visible enough that you can see it. I got surcumsized when i was a baby, so i don't have the extra skin. It's on the neck, if i make more sence, but i was just wondering what it is.
