Recurring Itchy rash on top of scrotum under lower penis

i have an itchy rash under my penis at the very top of the scrotum and about a month ago it itched and then went away but i could tell it was still there because the skin on where the rash was a bit dry. now it has itched again and i am concerned because it is in the same spot. when it itches it becomes red and the skin becomes a bit tense like a normal itch i guess and looks kind of shiny. but only in that spot where it itches.
