Red bumps on scrotum and lower penis

Recently i had unprotected sex with a new partner. i noticed when i came home yesterday from a friends prom that i had a small patch of red bumps at the base of my penis right near my scrotum. I showered and noticed it was itchy and when i got out it was still itchy. i dont no what this could be. small red bumps. i had shaved everything in the shower b4 i went to the prom with a razer and shaving cream. i al;so notice that my lips feel like they might be swelling when i woke up on the inside. i have no idea what this could be. please any information could be very helpful
