Red flat, Shiny, Itchy Spots on Scrotum

Every so often I get what Doctors call Folliculitis on my abodmen, right above the pubic hair.  They are itchy, red, raised, scaly spots.  I have been given creams in the past that made it go away but can't remember what I had been given.  When the spots would go away they would leave dark spots (hyperpigmentation?) that would fade with time.

A few months ago I got another outbreak of these spots on my abdomen and I believe it has spread to my butt and on my leg, right were my butt meets the leg.  They itched like crazy.  I have also gotten some itchy, painful when scratched, flat red shiny spots on my scrotum.

I went to three Dermatologists.  They all say something different and that "They don't see a problem".  They have given me everything from Benzoyl Peroxide 5% to Elidel to Hydrocortisone and nothing seems to help.  One of them said the lesions on my butt and leg were Psoriatic Eczema.  He gave me a Cortizone shot on the one on the leg.  It didn't do much.  Eventually the lesion on my leg and butt have become hyperpigmented and are now purplish.  I think they are fading, but slowly.  They still itch.

The spots on my scrotum are spreading and scarring my scrotum.  I am frustrated and scared and need to know what to do to be rid of this or stop this, if it is folliculitis, early to avoid scars.
