Red flat bump on penis

I am a 26 yr. old male.  I noticed a red flat patch of skin on the head of my penis about 1 cm x.05 cm several months ago. It has not changed at all and seems to get dry at times and flake a bit.  It also appears a little shiny at times and looks scaley.  I've tried some neosporin first which seemed to help a little but didnt get rid of it.  I started trying some regular lotion and still no changes.  I decided I better go see my dermatoligist.  Since I was also being seen for dryness in my ears, he checked out everything.  He looked at the red spot on my penis and said he thought it was eczema, and said it was something similar to what was in my ears.  He perscribed me Elidel and it doesnt seem to be helping and actually seems to dry out the red spot and it flakes and goes back to the way it was.  I do notice that after masterbation (masturbation) or sex it does get bright red.....  It is never painful, it never gets bigger, just bright red after sex.  Is there anyway this could be an STD??  Please help

Sorry... Again, this isnt a bump... It's more of just skin that is red and oval shaped... It is flat to the skin.

If a dermotologist looked at it and didn't suspect an std, then it probably isn't.  They are usually pretty knowledgable with warts & herpes, since they do appear on the skin.  FYI:  Herpes doesn't stay unchanged for several months.  It usually will come & go in a matter of 7 - 10 days.
