Redness on glans and foreskin after swimmin pool

Hi there,
So this has happen a few times now, after a hot tub/swimming pool some red dots appear on glans or foreskin and within a day they expand and turn into a redness (not sore or itchy), it tends to dissapear within 3/5 days and skin in the affected area peels off.
It could happen too after masturbation that some red spots appear on foreskin and go away in less than a week, leaving skin dry and peels off.
Is it a yeast infection? Balanitis?

I'd bet on a Chlorine allergic reaction, because it really looks like it, but you said it happened not only after being on a swimming pool or hot tub.
The best you can do is go to an Urologist.
