Skin at the bottom of penis glan?

Hi, im 16 and ive got tight foreskin (alot better now, but still a bit tight) However, when i  first pulled back my foreskin over the penis glan, I noticed a slight indent and ring around the bottom of it. Its slightly paler when my penis is erect and harder of the rest of the glan (when flaccid) Also, when flaccid, there is a slight red mark in the middle of the 'ring' (ring as in below the indent), and it looks as if there is skin attatching it to the glan from the indent. Also, when i get an erection, the part after the indent (which is only a small part at the bottom of the glan) stays the same, and there is an increased gap (from the indent) the part about the indent even goes out over the part under the indent, and the same on both of the sides. Its as if that part under the indent isn'tt suposed to be there. :S Sorry if this is a really silly question, but ive researched it and i havent seen/read anything that looks remotley like what im experiencing.

Just to make it clear, there is an indent and then a kind of ring (more in the middle) below it and its alot more visible when flaccid and it isn't as sensitive as the part above the indent. (the ring is small, i didnt want people thinking it was like half the glan! haha)
