Skin tag or hpv

I have had a "bump" for about two years now in my pubic area.  About 2 inches above the penis on the fatty part.  It started out like a skin tag but now has grown bigger and kinda looks califlower like (I wear fire retardent jean for work wonderin if that could make it rough like rubbing against it).  There is only one.  A while back I had a skin tag to turn black between my thigh and groin and fall off. It is about the size of a popcorn kernal.  It is flesh/pinkish in color. I can move it around with my finger (not much but it moves)  Kinda looks like a skin tag but I am worried about the rough texture of it and the sort of califlower look it has begun to get.  Does this sound like a skin tag or could I have HPV?  

I have been with the same person for 3 years now.

It could be HPV, but there is now way to tell without going to a sexual health clinic or family doctor. Go get tested. It could also be something similar called Molluscum
