Small bumps covering head of penis

I have recently noticed a lot of small bumps(less than 1 mm) all over the head of my penis. I have pearly papules around the rim, and the bumps look similar to these but they are all over the head up to the tip and have become more noticeable. they are more dense in some places, and i have more than i can count. I am 16 years old have only had unprotected oral sex once about a year ago, and protected sex a few times. The sheer number of them seems to rule out HPV, is this true? I would think it's just pearly papules but i've read that this only occurs around the rim. Could it be a rash or other infection? STD?
