Small itching spot on penis for years

I have a spot at the base of the shaft of my penis that has been bothering me for a few years.  It itches occasionally and if I scratch it, the skin will flake and peel, leaving a wounded area that takes a few days to heal.  The spot is smaller than an eraser head and has never gotten larger or spread anywhere.  The spot is not raised, there is no discharge.  It just itches occasionally, i scratch it until the skin peels off, it hurts, then heals and a month later, just when it seems like it might be completely healed, it itches again and it starts over.  I tried hydrocortisone, which relieves the itching, but the skin still eventually gets that dried out look and peels.

I know I need to go to a doctor and I will, I'm just interested in what this could potentially be.  Herpes seems out since it never becomes a big open wound and there is no discharge, plus it never really completely goes away even after years.  The skin almost looks like a lighter shade on the spot when the skin is dried and ready to crack and peel.  Anyway, any help on what this could potentially be is appreciated.

it sounds like psoriasis which is more likely if you are circumcised.here are some links.
