Small red bumps, discolored penis

A year ago I had unprotected intercourse with a female. Probably 6 weeks or more after, I noticed 2 to 4 small red bumps on my penis just under head. Along with these the skin on my penis from the head down almost half way seems to have lightend up a couple shades from the rest of my penis. Sometimes there appears to be white powdery like substance in the effected area.  This has gone on for months now and appears to be aggrevated by sexual intercourse or excessive rubbing. The bumps are quite small by the way, maybe 1 or 2 mm and look a bit like a very small poison ivy type blister. I went to a urologist for minor burning wile urinating and asked him about this.  He suggested I see a dermatologist.  I can't help but think after 30 something years, I all of a sudden develop some penile skin disorder that is not in some way related to my symtoms mentioned above.
