Soft tissue damage to the penis

I've been dating a guy and he can not get a full erection. i told me he fell off his bike and it caused damage. we have tried viagra and cialis and neither seemed to work. it there anything we can do. an operation, a different pill, i love this guy and would like to have a wonderful sexual relationship with him. thank you very much..
