Spots on the head area of penis?

Hello,
I am a 23 year old male.I have these bumps around the glans (glands) and below. It looked smaller before but now seems to be growing and spreading further down from the glans (glands).It is only present in the Glans (glands) penis and below it but not on any other part such as the shaft etc. The skin on the glans (glands) is pretty dry.  It gives a strong foul or rotten fish smell and i can smell it easily. I haven't had sexual intercourse with anyone. I masturbate sometimes though in the past i did too frequently. Spots have been there for a year or so. It feels sensitive to the touch when i am taking a shower, it is rarely itchy, it doesn't hurt. I don't know what it could be. Either some kind of fungal infection or something? I am not an expert so that is why i wanted to post this question here. I would like to receive some input from a medical professional as to what it could be?
