Sterility

I am 40 years old. My testicles failled to develop during my puberty. They look very small like 8 years boy testicles. As a result, I have a very very low sperm count. So I am having problem getting my wife pregnant. I grew up as normal healthy guy, very athletic, never been sick.
Why my testicles failled to develop during my puberty age? Is anything I can do to make them grow bigger now?

Have you seen a Dr. about this problem? there should be some sort of hormonal treatment, if not, have consider the possibility of a sperm donor, Sperm bank kind of thing?, So many options out there now a days.
