Swelling of feet, ankles, spreading up legs - please help

I posted this question the other day and have had no replies, but now I have a little more information to share.

About 2 weeks ago, my boyfriend started getting a pain in his heel. A couple days later, his right ankle swelled up. Then it went to his food and his left ankle started to swell a little bit too. I had him go to the ER. They were busy and just brushed him off as a sprain of some sort and gave him some pain pills and wrapped them. Then next day, both feet and ankles were swollen really bad and hot to the touch. He called a doctor and scheduled an appointment for the next day. By then, his feet were killing him to walk, swollen like a balloon, and patches of red on his ankles and heel.
The doc was stumped as to why they were swollen since he is in good health. He has been out of work for a couple months and under a lot of stress lately (more than normal) but other than that, really good health. No smoking, drinking, drugs, allergies. The doc ordered some blood work..this was on a Fri. Come Sunday, my boyfriend was in so much pain and his feet looked like they would pop. Nothing was bringing the swelling down either. Monday he called the doctor again because by then the left ankle was caught up to the right and the swelling is starting to go up his shins. They got him in that day and went over the blood work. Everything came back great and they were waiting for lupus and ANA. They did a urine sample. He asked my boyfriend some more questions as to what was really going on and my boyfriend said he didn't know...he hasn't been bit by anything and doesn't know what it happening. So the doctor gave him some water pills for the swelling and said to see him in 2 weeks.
Today, they called and said his Lupus and ANA came back good and his urine test was good. His sugar was a little higher than they like, but nothing to worry about. The doctor also said my boyfriends heart sounded good and was not the problem. And that his lungs were good otherwise he would have fluid elsewhere.
So we really do not know what is going on or what to do. The swelling is not going down and my boyfriend is in a lot of pain. I felt like the doctor should have done a better test on his heart. Can they tell just from listening and blood work that it wasn't congestive heart failure or something like that? Is there some more testing or a specific doctor we should go to next? 2 weeks is a long time for a problem that may be serious. We just don't know what to do now and I am still worried. Plus he has been freezing lately in 80 degree weather, loss of appetite, and extremely tired and dizzy feeling. I'm having to beg him to eat something when normally he eats like a football player!

Have him make an appointment with a Vascular MD ASAP and keep his legs elevated so they are above his heart and have him sleep with his legs elevated.
