The head of my penis is connected is it normal?

ok. the base of my penis head is conneted to the shaft, on the top of my penis. By a little peice of skin. shouldn't this have been pointed out to me as not normal by now? it's like the connecting peice on unsnipped dicks. except mine's on the top.. Help
