Uncircumsised Scaring?

I spoke to my ureologist a few weeks back about my penis not being able to fully retract and he mentioned that it could be due to scaring under the foreskin. My penis does have some scarring under the foreskin around the penis head. My question is, is there a specific name for this (an infection?) and is circumcision the ONLY way of preventing further scaring? Also, the scaring appears to be a lining around the penis head under the foreskin that appears to be white and stringy/stretched. Could this just be dead skin cells etc? or could it be permanent scaring?

P.S. I have been trying to find legitimate helpful answers instead of just debates because this is a real issue for me.
