White discoloration on penis

A little more than a year ago after masturbating I noticed a small wound on the right side of the shaft of my penis. I didn't think much of it because it has happened before in the same place, as this is where my hand rubs and has torn the skin in the past. However, this time when it healed it left a white discoloration about the size of a dime that has remained on my penis, and hasn't changed in appearance for about a year and a half.

I'm 27 years old. I have been tested for all STDs and I am clean other than HSV-1 which I have only experienced outbreaks of in the oral region. As this is not a sore, and does not change in appearance, I would assume it's unrelated.

There is no sensitivity or soreness and the area is not raised or otherwise irritated. Mostly at this point its just a cosmetic concern. However, I do worry that it could be skin cancer.

I have also tried various cortisone creams and scar treatments to see if it would eventually go away, and have had no luck.

I realize I will be unable to get a diagnosis here and do plan to see a dermatologist at some point. I would just like some insight into what I may be dealing with here and how concerned I should be. I would also like to know if there is any way to return the skin to it's normal color if it were a scar because it does cause me to be a bit self-concious. Any help or advise you can offer will be greatly appreciated.

I say scar tissue buddy, they sell a product for stretch marks at a kiosk in the mall out here. It worked on my chica's stomach after our first was born REALLY well.
