White stuff around the tip of my penis- very worried

Hi, i'm 13 and a few days ago my penis was very itchy, I thought nothing of it as it stopped for a couple of days.. but tonight I saw that there was white stuff around the end of my penis, I wiped it off and noticed it was red and quite sore.. please reply I'm very worried.

I experienced this when I was younger. I went to a doctor about it and I was told it was because I wasnt pulling my foreskin back and urine was getting caught under then skin. This causes irritation and forms the white goo.

What I would say is best is to pull your foreskin right back before having a pee, and washing your penis WITHOUT soap thoroughly.

Oh and bathing in salted water is supposed to sooth the itching quite fast. Im not sure on the quantity of salt so its best to look it up.
