Whitish / skin colored bumps on shaft but all tests came back negative, any help?

I noticed a few bumps on my genital area and on the shaft of my penis a few days after shaving, they don't constantly itch but sometimes the area feels irritated like it's either going numb or being softly rubbed by a feather. I also have had constipation issues as well as cancer (not sure if that is related). I have been getting checked for stds since I was 17 because I had received unprotected oral from a girl who lied about being a virgin.

Had one scare earlier this year with a positive hsv-2 (1.2 igg) but later got retested and it all came back negative again so I really don't know what to think about what's going on. The whole thing has been causing me to stop dating or having sex so I really would like any help I can get on this issue.

If you're shaving your penis the bumps are most likely caused by that.
You say you have cancer? If so, then you're on medications for it, right? Those medications might be causing the constipation. Your pharmacist is a really good person to ask about this. They know what the possible side effects are from medications.
I would recommend that you stop shaving your penis to see if the bumps and irritation goes away.
