Wierd skin patch on penis

I have noticed a wierd patch of skin on the shaft of my penis. It is slighty more red than the normal skin color. When my penis is not erect, that patchy area of the skin doesn't fold/wrinkle like the rest of the skin and almost has a crusty appearence to it (even though it has the same texture as the rest of the skin). This morning I noticed that penis had dry skin and had a slight flakey-white appearence to it. But the interesting thing is that wierd patch of skin I mentioned didn't have the dry skin appearence as the rest of the penis' skin. But when the skin is stretched because of an erection, it is hard to notice the wierd patch of skin. I am also circumsized.
