botched circumsicion/pain with erections

For as long as I can remember, when I either get myself off, or with someone, my penis becomes rock hard.  So much so that I know there's another inch or so wanting to pop out.  Because the skin becomes extremely taut, as you would expect, the shaft becomes red and sore, and sometimes bleeds from chaffing.  I don't have any foreskin at all, and know it was a botched circumsion at birth.

Is there a medical, not cosmetic, procedure/surgery that would allow skin grafting or allographing to allow more room inside the shaft for the penis to grow to it's proper length.  I'm 6" and not looking for an extension, but a procedure to correct the botched circumsion at birth.
