breast lumps in men

several months ago my husband noticed that his right breast was swollen and sore. The doctor who examined it also checked his testosterone and found that his level was very low. He was given a shot of testosterone and it did not seem to have much affect. The area that is affected by this lump goes from around the nipple and extends under his arm .The area is not only sore and swollen it also feels very feverish.Could this be a condition that is caused by the testosterone being low?
