bumps on penis

I have these bumps on the back side of my penis, right where the shaft meets the head that i noticed about four months ago. There are two groups of these little bumps on either side of the kind of skin connecting the shaft and head. When the skin is pulled tight they appear to be little white bumps. They do not cause me any pain or discomfort. Also i noticed what looks like tiny bumps all around the head but those are really small and unnoticeable unless specifically looking for them. Also i have had a kind of premature ejaculating problem, but not with sex but with masterbation (as i have never had sex)  if these bumps could have any connection with causing the head to be more sensitive. I have had oral sex so i guess herpes or another std is possible, not sure. Any comments on this will be appreciated as i am pretty worried about this.

i have the exact same problem you explained as if i was writing the post but does anyone know how long this lasts? or if there are any treatments that work? please help thx

I am pretty sure these are normal.  They are probably just little cysts.  My boyfriend has the same exact thing in the same area.
