growing problem?

hi everyone im a 18 year old man. heres my problem. i can remember iv always had an issue going through puberty. i hit puberty when i was 14 years old i grew some pubic hair my voice changed and got deep i got taller and gained weight thing is im 18 years old now and still have no hair under my armpits and very little facial hair and very little hair on my legs and also my penis is only about 4.5 inches erect clearly not average. cant seem to figure out whats wrong with me. im 5'8'' right now and 155 pounds. i still dont have any armpit hair very little facial hair and very little hair on my legs and also my penis and testicles are not fully grown what is wrong with me. is there any medicine for having a problem with puberty.
