help?

Hello I am a young man who has been suffering with "chronic balanitis". I have been dealing with it for about 10 months and it has been reccurent ever since the beginning.I have been through treaments like clotrimazole for fungal candida balanitis as well as fluconazole treament.As well as hydrocortisone. It helped but never completely seemed to go away. For a about month it has been gone but now I am getting red rash like symptoms that are appearing again. They seem to arise and disappear with a couple days. I have been tested for all std's and have been negative for all of them. I also took a herpes test which was negative for type 2 and positive for 1. But i have not had any blisters on penis.

I believe I have good hygiene. I wash penis everyday with warm water and no soap. Then i dry off my penis with towel and make sure its completely dry. My penis looks alot better then it used to look when i intially got the candida balanitis.I have completed treatments and done everything the doctors have asked. I want to know if i can completly heal this skin issue i am having or is it something i have to deal with forever? I have seen about 10 different doctors and they all say its not an std But i just dont understand why these rashes continue to appear on my penis head ? I would greatly appreciate any help /medical advise i can get for this condition I am unfortunately dealing with.
P.s. I am uncircumsized

No i dont believe so i live in Los ANGELES,CA. I dont believe there is a fungal infestation. I clean the area everyday well but these mild rashes tend to appear on the head of my penis every other week but disappear within a few days. epsom salt baths seems to help it out and clears it up quickly. It doesnt seem to serious but it is constantly reoccurring.there is no itching or burning just "skin inflammation"/redish rash

Hi,
   Are you living in a house or environment that is highly humid and possibly having fungal infestation ? After bath, before applying towel, try washing your pelvic area with a mug of water added with a few drops of white vinegar and see if it helps. If you are married, both of you should take treatments at the same time.
