lump in scrotum

I had a vasectomy about 2 years ago and the only problem I had was that when he got to my right side he a little trouble because it was painful. It burned and felt like he was pulling really hard and that side took longer to heal, but all has been fine until a few days ago. I have developed a lump like mass in the scrotum on the right side right at the connecting point of the body and it goes out into the scrotum. Its not huge but it is very noticeable and I have just gotten what appears to be a urinary tract infection aswell. There is also a bump on the mass but I believe it is just one of those irritated bumps you get from time to time. I have been having some discomfort the past few days and I am unsure what this could be.
