lump on penis

my boyfriend has always been sexually active, many years ago a had this lump appeared at the end, under the head and it went away. We've been sexually active, orally and twice anally and the lump appeared two day later...it look pinkish red and it hurt to the touch and it has little fluid in it i think. When it is erect you can't really tell its there but when its in relaxed state you can see it.  The lump is the size of a pea and its semi soft/hard.  What could it be and should he go see a urologist? need quick advice.
