my second son is 17months old but he has no erection is it normal

My elder son have had erection but the second one who is 17months old have no erection yet I am worried if it is normal..his penis gets a little bit hard some times but I have not seen a proper erection so far please tell me if there is something to be worried about.

I'm a little worried about why you are concerned that a toddler should have an erection.  It is really not necessary.
