penile caner or infection?

Dear friends,
I have noticed a red shiny spot on my penis rim yesterday. This thing look like a bump and on top of the bump is the siney rash. It pains when I touch it. I never had unprotected sex. I exposed my penis to oil while masterbating (masturbating). I am really worried.
My penis colour appears normal. It does not pain when I pee nor I notice any bleeding in my ejeculation or while I pee.

Hi thank you for your answer.
I met a urologist last week and he said it is a yeast infection. He game me some medication however this rash has not gone. Now it does not pain and have spreaded a little. I am going to see him again today. Meanwhile could you please indicate any obvious symptoms that I need to worry about. At the moment the rash appears red, a little shiny, spreaded a litte and now it is about 6mm diameter, it does not pain and it is on the rim of my penis...thank you.

Sounds like some sort of infection; not cancer.  This is NO cancer.
