penis is always tensed up

hello my penis is always tensed up. it feels like hard but im not aroused or anything. and it keeps shrinking and then relaxes back to normal flaccid length. iv been doing some research and found out that too much stress hormones can cause this affect. iv heard that adrenaline and cortisol could tense up the penis. anyone know anything about what im talking about.
