pennis burning / rash

First off thanks in advance for your help! 11 weeks ago I had a sharp burning pain in the head of my penis and the pain lasted a couple days. 2 weeks later the same thing happened. After the second time, I started to have a burning sensation at the top tip of my penis and this pain would be noticable at all times but at different degree of pain and sometimes as the pain got worse, a red rash would apperar. I went to the doctors several times and have been tested for HSV 1 & 2 along with a few other STD's and they were all negative. The one that was positve was "OLD" HSV. Could you please explain "OLD" HSV and do you have any thoughts on what may be causing the red rash / burning? 11 weeks have gone by and I can not seem to get rid of the consistant burning or rash that comes out evry couple days? Thanks again!
