problems with skin on penis

Over a year ago I had strange skin on my penis head so stupidly attempted to scratch it all off, thinking the skin would regrow normally but it didnt. Ever since where it has healed my penis head has been scarred and very wrinkled (far more so than which it was before) Ive been to the doctors and used several creams but nothing has cleared my problem up which is after i've had an erection the skin on my penis head looks very dry and flaky almost, I think this is where it has stretched and due to the wrinkles the penis skin trying to go back to normal, this problem looks even worse after I masturbate. This problem has pretty much ruined my social life and confidence with girls, im a virgin and uncircumsised but starting university soon so really want it to clear up. Thanks any help would be useful

Hopefully the doctors explained how to properly care of the uncircumcised penis to keep it free of yeast growth that causes inflammation and itching and redness.  Basically you have more nooks and crannies and less air flow than someone who has been circumcised.  Women have it even more so, and certainly have enough problems without the guy introducing yeast during intercourse, so it isn't just important for you.  So I would think an antifungal would be the answer if there is any redness and discomfort.  At least you will understand better when women are concerned that your hands and everything else is clean.  Nobody wants consequences of infection from intercourse.  You won't get a second chance if she gets any kind of infection.  Many guys are clueless.  

If it is scar tissue, then you could use Mederma.  It won't work overnight though.  It's going to take time.

I have tried a couple of anti fungal creams in the past. The problem is doctors seem reluctant to do any sort of skin test so im unsure if i have a fungal problem. I may try Mederma, do you know if it is safe for use on penis??
