red bumps below belly button

About three months ago my boyfriend noticed these small red bumps below his bellybutton and above his groin area... they don't itch, or hurt. You can't really pop them. I thought they were zits or ingrown hairs. So since then, these small red bumps come and go... what are they? is it acne? and they definitely don't seem contagious as I don't have these bumps on my body. and I shave so i would definitely notice them if they were. It is a disease or an STD? He tries to pop them and i think that makes it worse becuase sometimes they bleed. I'm worried.
