red bumps look like pimples?

Im a 17 year old male, I have been having unprotected sex with my girlfriend for several months now she has nothing, so im really confused on whats going on with me, I shaved my pubic hairs about a month ago or so and i noticed some red bumps they look like pimples probably about 12 or 13 of them at first i thought it was just because i shaved but they still haven't gone away what could they be? Also about an inch up on my shaft there is 3 little white bumps what are those? I have an uncircumcised penis and lately my head has been really dry and i can rub away skin kind of  like its shedding, sometimes looks like there is a layer of something over it its shiny and wrinkles up any help at all will be greatly appreciated.

The white bumps are probably pimples.  I've had these very occasionally.  I've read advice not to squeeze them, but I've never had anything go wrong after squeezing mine.

The red bumps, I would guess, are where the hair has started to grow back but the end has got trapped under the skin.  The base of the hair continues growing, and the end pushes up on the skin or starts growing sideways below the top layer of skin.  You may be able to see the hair underneath the skin.  Not sure what the best solution is, when that's happened to me it's sorted itself out after a while.

Not sure about the dry skin on the head.  Moisturiser?
